5:00pm EST update on Tropical Storm “Fred” from forecasters at the National Hurricane Center in Miami, FL. Max sustained winds still at 40 mph, movement is west-northwest at 15 mph. Going over mountainous areas of the Dominican Republic at present; Storm could weaken a bit, but could re-strengthen upon entering warmer Caribbean waters.
