Here is the latest (11:00pm EDT) update from the NHC on Hurricane Elsa. Interestingly, within the last hour, it’s eyewall has begun to collapse, and sustained wind speeds are coming back down to Tropical Storm strength. Still, heavy rainfall, gusty winds to 64-70 mph, flooding and flash flooding, storm surge, and some tornadoes are to be expected in parts western & north-central FL, eastern & southeastern GA, and eastern SC over the next 24-48 hours.
