Good morning,

I am looking for a little help with the FEMA bidding process.  We are told that all bids must be made using unit pricing.  Has anyone procured bids approved through FEMA using another type of bidding?  For example, per FEMA guidance, T&M without a ceiling price has a high risk of noncompliance. How do they feel about capping T&M, or is there another method?  If we have to bid everything by unit pricing, we are estimating approximately 800 to 1000 separate bids.
