Joe, I appreciate you taking the time to participate in this exercise. I have had some experience with real time simulations and drills and I have found them to be extreamly helpful. I can only assume that these drills will be equally as effective and helpful. AS you know, Tennessee has a majority of the municipal systems in the JT&S programs along with most of the Coops. I would welcome and support any plan to hold a similar table-top drill and hope to participate throughout the process. Please let me know how I and our program can help. This past fall, I attended the APPA Mutual Aid exercise in Los Angeles. As you may know, Michigan cooperatives and municipals work closely with regard to safety, training and mutual aid. I was asked by NRECA to attend this conference as a representative for them. A portion of the event was a tabletop exercise of a natural disaster. In this exercise, the event was massive wildfires in multiple areas of California followed by historic flooding. It put to task the response of California municipals and how to deal with the event on multiple levels. The timing of the exercise was something else. Barely three weeks later the historic California wildfires broke out. I believe that the exercise was funded by the Department of Energy. Many state and federal agencies attended this portion of the event and offered insight/guidance. It was a well run event and quite honestly, I was surprised by the level of detail. If you all want me to, I could contact the APPA and get details of how all this came to happen.
