Attached is the House's version of the copper/metal theft bill.  Note that
it includes electronic reporting in lieu of a holding period.  This is the
Sheriffs Association's language so we know they are ok with it.  Since there
is no guarantee the bill will pass, I still encourage you to pursue a local
holding period ordinance.  We have several other amendments that we will try
to get into the bill or else into a separate bill that will increase the
criminal penalties for theft and also will create treble damages in civil
cases.  Please let us know if there are other changes we need to work on.
