Some of you currently asking for FEMA reimbursement for Hurricanes Hermine
and Mathew may have been contacted by DSI- a contractor for the state - who
has offered to assist you in preparing your project worksheets for these
hurricanes at a certain hourly rate.  The attached memo from the Director of
Florida's Division of Emergency Managements indicates that FEMA staff
members at the Joint Field Office are now available to assist applicants
with the development of project worksheets instead of DSI.  The contact
names are at the bottom of the memo.

County EM Directors:

Please see the attached memo from the Director of the Florida Division of
Emergency Management.  It addresses DEM's decision to cease its Hurricane
Matthew project development contract as of the close of business on April
30, 2017.

The memo outlines some of the factors behind DEM's decision.  Contrary to
assertions made by some individuals outside of DEM, "budgetary constraints"
were not a consideration.

As stated in the memo, FEMA staff will work directly with applicants for
project worksheet development.  As always, DEM is available to assist.

Please understand that you are not alone in your efforts to recover from any
disaster.  DEM is here to help.  Following Hurricanes Hermine and Matthew,
DEM's Chief of Staff (Wes Maul) and I participated in numerous conference
calls and even face-to-face meetings to assist many of you with debris
issues, eligibility questions, RPA denials, appeals, etc.  Those conference
calls are still ongoing (not just for DR 4280 and DR 4283, but for previous
disasters as well).

Also, please know that you can call Wes or myself at any time with any
questions or concerns you have.  My contact information is listed below.

One final note - if you haven't had a chance to meet Wes or me, please look
