Hello Leaders,

Thank you for your continued interest in and excitement for the Florida Recovery Obligation Calculation (F-ROC)! Since the completion of Phase 1 of training with you – our Emergency Management Leaders across the State – and the announcement of the 2023/2024 Opt-in Period, many of you have been eager for more information on how to formalize your participation in F-ROC.

Wait no more! To opt-in, complete the steps below by September 30, 2023:

  1.  Applicant Leadership makes the decision on whether to opt-in.
  2.  Applicant Leadership identifies their entity’s appropriate, authorized Public Assistance representative.
  3.  The entity’s Public Assistance representative completes the ~1-hour opt-in e-learning course<https://froc.floridadisaster.org/> and exam.
  4.  The entity’s Public Assistance representative saves the auto-generated certificate proving training and exam completion.
  5.  The entity’s Public Assistance representative works with their Leadership to complete and sign the “Participation Request Form<https://www.floridadisaster.org/contentassets/6210cd586424454dac89e19660f8722b/2023-2024-official-f-roc-participation-request-form.pdf>”.
  6.  The entity’s Public Assistance representative emails the training certificate and signed “Participation Request Form” to the F-ROC team<mailto:F-ROC@em.myflorida.com>.
  7.  The F-ROC team responds with confirmation that all requirements have been met and the opt-in process is complete.

We hope you elect to participate and contribute to Florida’s improved ability to serve its citizens! Remember – opt-in benefits include, but are not limited to, the ability to recover 20% of funds upfront for the 2023 hurricane season, the ability to recover up to 80% of funds upfront for the 2024 hurricane season, and access to the State’s expertise as it relates to the identification of risks and associated abatement plans.

Additional updates:

  *   UPCOMING! Beginning June 21, 2023, the F-ROC team is launching the next phase of training. Titled “A Comprehensive Approach to F-ROC Administration” and targeted towards individuals responsible for completing F-ROC-related tasks, this 1-day, in-person training will provide a comprehensive understanding of the Disaster Readiness Assessment (DRA), Customized Abatement Plans, and Post-Disaster Questionnaire, as well as guidance on successfully completing F-ROC forms and documentation. We recommend that you complete this training at your earliest convenience in preparation for the launch of the DRA in August 2023.   *   CAUTION! FDEM Leadership has become aware of several contractors marketing their Emergency Management products and services as compliant or consistent with F-ROC’s requirements and expectations. Please note that FDEM is not currently evaluating, endorsing, and/or certifying any of these contractors. Although FDEM acknowledges that there is a viable use for private-sector automated, web, and mobile application platforms, ALL of the forms are available to you for free via our F-ROC website. When using a private-sector solution, we urge you to exercise caution as Applicants will ultimately be responsible for ensuring compliance with F-ROC and assuming related risk.
