ATT/Cooperative CPI Annual Adjustment Michelle Hershel 05 Jan 2023 18:44 UTC
Good afternoon! As you know, each year Statewide provides you with the pole attachment rates that you pay to ATT and that ATT pays to you under your joint use pole attachment agreement. The new rates are based on the percent change in the Consumer Price Index. Historically, ATT would send Statewide the CPI rate increase on a percentage basis and then apply this increase to the previous year's rates. Statewide would in turn send this information to you for utilization. This year, ATT informed us that they will no longer provide the ATT/Cooperative joint use pole attachment rates. Our understanding is that ATT upper management has made this decision but we are currently trying to find out the reason for the change in the process. We will relay any information we find out about this issue to as soon as we know ATT's status.

In the meantime, for FY 2022 you will need to figure out your rates individually using the CPI increase (go to: CPI Home : U.S. Bureau of Labor Statistics (bls.gov)<https://www.bls.gov/cpi/>) or a different index (i.e. Handy Whitman) of your choice. The rates you decide to use and forward to ATT may be accepted or trued up or down after their review and ATT will contact you to discuss individually.

At this point, we are unsure of how we will proceed with the ATT rates in the future but we will let you know as soon as possible once we hear back from ATT.

Please let me know if you have any questions.
