As you know, NRECA is working with USDA/RUS to implement the $9.7 billion grant and loan program for new energy projects included in the budget reconciliation legislation/IRA. Attached, please find NRECA's DRAFT comments due to the agency on 11/28 (+ a one-page summary of those comments). Please keep the document close-hold within the membership as it is subject to change.   Feel free to share this document with your internal team, but this draft should not be shared externally.

All input needs to be provided by THIS Wednesday, November 23rd.
