Today, Amendment 3 to the disaster declaration was issued https://www.fema.gov/disaster-federal-register-notice/4673-dr-fl-amendment-003

It grants full PA eligibility (A-G) to Charlotte, Collier, Hardee, Lee, Manatee, Polk, Sarasota, Hendry, Highlands, and Lake Counties.  Some of these already had Cat B and some A-B.
