All 67 counties are declared for Public Assistance - Category B (Emergency Protective Measures) under EM-3584: (see: Designated Areas | FEMA.gov<https://www.fema.gov/disaster/3584/designated-areas#public-assistance> and em_3584.pdf (fema.gov)<https://gis.fema.gov/maps/em_3584.pdf>)
We believe FEMA has provided language that gives you the flexibility to determine if your power restoration work is Cat B or Cat F by stating:
"FEMA is authorized to provide emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program at 75 percent federal funding."
Previous storm declarations authorized FEMA to provide emergency protective measures (Category B), but limited it to reimbursement for mass care including evacuation and shelter support at 75 percent federal funding. The more general language in EM-3584 should allow you the needed flexibility to categorize restoration work as intended by FEMA's latest guidance (attached).
