This week, 35 states<https://driveelectric.gov/state-plans/> were cleared to begin the work laid out in the Infrastructure Investment and Jobs Act of establishing a nationwide network of EV chargers under the $5 billion National EV Infrastructure program. The remaining states are expected to receive approval by the end of September. The next step entails the state departments of transportation (DOTs) soliciting EV charging projects that meet the criteria established by the U.S. Department of Transportation and U.S. Department of Energy. We've been actively engaging with the agencies and shaping these criteria so that cooperatives interested in participating can be successful. To that end, we want to highlight some good news for electric cooperatives following our extensive engagement with the DOT-DOE Joint Office. We've continually advocated about the importance of "make-ready" infrastructure costs being eligible expenses under the program, particularly in rural areas that may require more capacity upgrades to support EV charging station buildout. In its updated Frequently Asked Questions<https://www.fhwa.dot.gov/environment/alternative_fuel_corridors/resources/nevi_program_faqs.pdf> document, the Joint Office takes a broad view on "make-ready" infrastructure and makes it clear eligible expenses under the NEVI program include: * Costs to acquire and install on-site electric service equipment (e.g., power meter, transformer, switch gear) * Minor grid upgrades needed to support construction or upgrading of EV charging station (extending power lines, upgrading existing power lines several miles) See pages 5-6 in the attached document<https://www.fhwa.dot.gov/environment/alternative_fuel_corridors/resources/nevi_program_faqs.pdf>. This will be a valuable resource for coops as they meet with their state DOTs to highlight that "make-ready infrastructure" investments needed to support the EV charging projects envisioned in the infrastructure law can be covered with these federal funds. This program is a great opportunity for our members to explore.
