Good Morning - The Florida Division of Emergency Management (FDEM) is in the process of standardizing forms for all subrecipients to use to assess damage and manage recovery after a hurricane.  We have expressed our concern that the forms may not be utility-specific enough to be useful to us and they have asked us to provide them with any forms that we use to gather information during the recovery process after a hurricane hits.

FDEM has indicated that they will look at our forms and try to incorporate more utility-specific data on the standardized forms that they are creating.  Though you will not be required to use the FDEM standardized forms, FDEM is highly recommending that all subrecipients do so, and the use of these forms will become part of the Florida Recovery Obligation Calculation Rating (FROC.)  FROC will be FDEM's risk rating system to allow funds that have been obligated to the state from FEMA to be awarded upfront while the audit and validation process takes place.  FDEM will begin to develop the criteria used for the FROC rating this fall but they have indicated that use of the FDEM standardized forms will account for 30 points of the FROC rating.

It is important to let FDEM know if the forms fit our needs, therefore, we need to give FDEM any information we can to assist them in the development of the forms.  To this end, please send me any forms you have developed or utilize in order to accurately reflect recovery data and information that you send to FEMA and ultimately to FDEM.  Thank you!
