We used to do an annual oil sample and test the dielectric.  Assuming it was good we used 64 operations or 3 years in service (whichever came first as our targets)-we mostly had type L reclosers.  I am pretty sure this was developed from the Manufacturer recommendations.  I know many Coops stretch the years out to match other maintenance cycles, but we tried to follow the factory recommendations.
